Any participating municipality may by resolution of its governing body or in the case of the city of New York, the board of estimate, prepare and submit a plan to the authority for the acquisition, construction, improvement or modernization of a sports facility. Such a plan may be jointly sponsored by any number of participating municipalities. After submission of a plan by one or more participating municipalities for a sports facility, the authority shall conduct a comprehensive evaluation study concerning the request, including but not limited to the amateur and professional team interest in the facility, potential local support, economic feasibility, the possibilities of multi-purpose use and the availability of land, transportation and ancillary facilities.
