It shall be the duty of the authority to make rules and regulations governing the exercise of its corporate powers and the fulfillment of its corporate purposes under this title, which rules and regulations shall be promulgated under the state administrative procedure act with the assistance of the commissioner of economic development and in consultation with the department of economic development and shall be consistent with the program plan required by subdivision nineteen of section one hundred of the economic development law.
