After the successful bidder has been determined, the chairman shall place an advertisement as provided by law indicating that all bids submitted on a small business set-aside have been opened and reporting the name and address of the successful bidder. The chairman shall send a purchase order or work contract to the successful bidder no sooner than fourteen days after the appearance of the advertisement announcing the successful bidder.
