The use by the public of Jones Beach parkway, Captree bridge, Captree parkway and any other improvement operated by the parkway authority shall be subject to the rules and regulations of the commissioner of parks and recreation and the commission, as provided in the parks and recreation law, in the same manner as if such property were a park or parkway in the ninth park region under the jurisdiction of the commissioner of parks and recreation; provided, however that the commissioner of parks and recreation and the commission shall have no authority to alter or change any of the facilities hereby placed under the authority or do anything which will impair the security of the bondholders or violate limitations contained in any agreement with bondholders.
