In addition to any other general or special powers vested in public benefit corporations for the performance of their respective functions, powers or duties on an individual, cooperative, joint, or contract basis, the authority shall have power to enter into, amend, cancel, and terminate agreements with the city of Buffalo for the provision and reimbursement of services. Any agreement entered into hereunder shall be subject to prior approval of the common council of the city of Buffalo and the authority by a majority vote of the voting strength of its governing body.
