There is hereby defined and established an area to be known as the “Orange county water district” which shall embrace all the territory located within the county that is not, as of the effective date of this title, located within the United States Military Reservation at West Point. After the establishment of the Orange county water district, such district shall have such powers as are provided in and shall be governed in accordance with the provisions of article five-A of the county law, including, without limitation, the power to enter into contracts, and carry out the terms thereof, with the city of New York, the New York city municipal finance authority, New York city water board, or any agency or instrumentality thereof, for the purchase of water.
