Following receipt by the agency of proposals in response to such request, the agency shall evaluate the proposals in consultation with appropriate city departments and agencies and recommend to the mayor of the city for his approval developers who are suitable and qualified to develop, design, construct or rehabilitate one or more permanent housing projects for eligible homeless families. The agency is authorized to contract with any developer who is approved by the mayor for the development, design, construction or rehabilitation of such projects.
