The hearing shall be held at a time and place appointed by the commissioner who shall give notice of such hearing by publication in a newspaper, designated by him, published or circulated in the municipality or county wherein the property is located, at least ten days prior to such hearing. Where a municipality publishes an official daily publication, notice of hearing shall be published only in such official publication. A duly certified copy of such certificate shall be conclusive evidence as to the matters lawfully certified therein in any proceeding to acquire property, or any part thereof, set forth in such certificate.
