The legislature hereby finds and declares that there exists throughout the state a serious shortage of affordable housing and that the cost of infrastructure improvements, such as sewer, water and utility lines, increases the cost of providing such housing. The legislature therefore determines that a demonstration program should be established to provide infrastructure development grants in conjunction with existing state, local and federal housing programs to eligible applicants to enable, aid and facilitate the development of affordable housing.
