1. The commissioner shall establish, with the advice of the advisory council and the local officials from communities designated in section 35.03 of this article, standards and criteria for preservation of resources within heritage areas. At least one public hearing shall be held to solicit comment on the proposed standards and criteria prior to their adoption.
2. Concurrent with the approval of management plans the office shall determine that local governments in each heritage area have enacted preservation measures sufficient to insure that these standards shall be achieved.
