There is hereby established within the office a state board for historic preservation to consist of the commissioner of education, the commissioner of environmental conservation, the secretary of state, the chairman of the state council on the arts, the chairman of the council and eight members appointed by the governor, with the advice and consent of the senate, for terms of four years. A majority of the members shall be qualified, by education and experience, in the fields of history, architecture, archeology and other related professional disciplines. No member shall receive any compensation, but shall be entitled to his actual and necessary expenses in performing the duties of his office.
