Every such dwelling shall be provided with facilities for the disposal of sewerage, waterborne waste, and excreta, and such facilities shall be connected with the public sewers, if available and practicable; otherwise, such waste matter shall be disposed of in a manner approved by the public health officer having jurisdiction.
