a. The chief fiscal officer in counties and cities, the clerk in towns and villages, the clerk or secretary or such other officer as the finance board shall designate in school districts and district corporations, shall keep a complete record of each issue of bonds and notes, which shall include:
1. The type thereof.
2. The amount thereof.
3. The number of obligations in the issue.
4. The rate of interest thereon.
5. The date of issue thereof.
6. The date of maturity of each obligation in the issue.
7. The date of adoption of the resolution or resolutions, if any, pursuant to which the obligations are issued.
