All appointments made under this chapter shall be filed with the respective secretary or clerk of the house wherein made, and certified to the comptroller by the appointing officer with a statement of the date of appointment and the compensation. In case of the death, resignation or removal by the appointing officer of an officer or employee appointed by him pursuant to this chapter, the vacancy shall be filled by the officer making the original appointment and he shall file with the comptroller a notice of such vacancy and the name of the person appointed as successor, with the date of such appointment and the compensation.
