Except as is otherwise provided herein, the administration of the worker adjustment program shall be carried out by the department in consultation with the department of economic development, state education department, state university of New York, city university of New York, and the state job training coordinating council, hereinafter referred to as the “council”, in a manner consistent with the federal Economic Dislocation and Worker Adjustment Assistance Act (P.L. 100-418) 1, hereinafter referred to as “the act”.
