Each of the justices of the supreme court assigned to hold special terms in the third and fourth judicial districts appointing a stenographer pursuant to subdivision five of section one hundred and fifty-nine of this chapter shall annually on the first day of October fix and transmit to the department of taxation and finance the amount allowed to such stenographer for salary and expenses as provided by section three hundred sixteen of this chapter.
