Insurers shall be prohibited from cancelling or refusing to issue or renew a motor vehicle insurance policy to any person with a disability, as defined in subdivision twenty-one of section two hundred ninety-two of the executive law, unless based on sound underwriting and actuarial principles reasonably related to actual or anticipated loss experience.
