Notwithstanding subdivision one of section three hundred five of the state technology law, the superintendent may promulgate regulations to require an insurer or other person or entity making a filing or submission with the superintendent pursuant to this chapter to submit the filing or submission to the superintendent by electronic means. Should the superintendent require that a filing or submission be made by electronic means, an insurer or other person or entity affected thereby may submit a request to the superintendent for an exemption from the electronic filing requirement upon a demonstration of undue hardship, impracticability, or good cause, subject to the approval of the superintendent.
