Whenever in the maintenance, repair or reconstruction of state highways the commissioner of transportation shall have determined upon the necessity of resurfacing or reconstructing such highway, the county, town or village wherein the highway is located may petition the commissioner of transportation to provide an additional width, a different type of pavement, or both, or any additional work or any or all of same, in the plans providing for such resurfacing or reconstruction.
The additional expense of such widening, different type of construction or additional work shall be borne wholly by such county, town or village and the provisions of sections forty-six, forty-eight and forty-nine shall apply to such additional width, different type of construction or any additional work under such repair or reconstruction contract in the same manner as under a construction contract as provided in those sections.
