All that portion of the state highway system constituting route thirty-eight from its intersection with route one hundred four-a in the town of Sterling in Cayuga county, and continuing southerly along route thirty-eight to its intersection with route ninety-six in the town of Owego in Tioga county, shall be designated and known as the “New York State Vietnam Veterans' Memorial Highway of Valor”.
