Moneys appropriated by a town and available for approved projects shall be disbursed by the town supervisor upon vouchers approved by the town superintendent, in the manner provided for the disbursement of town moneys under sections twenty-nine and one hundred eighteen of the town law. The state comptroller shall prescribe uniform accounts and reports to be kept by the town for projects undertaken pursuant to this article.
