On and after July first, nineteen hundred fifty-four, the chief fiscal officer of every municipal corporation may, upon request in writing therefor, cause to be given to any officer or employee with any payment of salary or wages, a statement in writing of all deductions made from the basic amount of such salary or wages.
The provisions of this section shall not apply to cities with a population of one million or more.
