The substance of the reports required by the provisions of this article shall be arranged by the comptroller in such form as shall indicate the comparative receipts from the various sources of revenue and the comparative costs of government in the municipal corporations, industrial development agency, districts, agencies and activities, and shall be published in an annual statement of comparative statistics for each type or class of municipal corporation, industrial development agency, district, agency or activity. Such statement shall be issued at the expense of the state as a public document and shall be submitted by the comptroller to the legislature at each regular session.
