In accordance with rules and regulations promulgated pursuant to subdivision eight of section two hundred nine-e of this chapter, the governing body of a county, except a county wholly contained within a city, and the governing body of a city in which a county is wholly contained shall develop a plan for fire service response to hazardous materials incidents. Such plan shall be submitted to the office of fire prevention and control for approval. No plan shall be approved unless it provides for the coordination of fire service resources consistent with guidelines established by the office.
