1. Notwithstanding any other provision of law to the contrary, the county of Tompkins, the city of Ithaca and Cornell University may jointly provide for mass transportation services in the county of Tompkins.
2. In addition to the power to apply for, accept and expend financial assistance individually or jointly, as provided pursuant to section one hundred nineteen-s of this article, the county of Tompkins and city of Ithaca shall have the power to apply for, accept and expend financial assistance jointly with Cornell University.
3. The powers granted by this section shall be in addition to and not in substitution of any other powers granted to the county of Tompkins, the city of Ithaca and Cornell University to provide mass transportation services.
4. For the purposes of this section, “mass transportation services” shall mean common carriers of passengers in accordance with established routes and schedules, but shall not include charter transportation by a motor carrier as proscribed by the applicable federal regulations.
