Any product, fabric or related material shall be deemed so highly flammable within the meaning of section five hundred one of this article, when it fails to conform to a standard or regulation promulgated by the commissioner, and to an applicable standard or regulation issued or amended under the provisions of section four of the federal “Flammable Fabric Act” 1 as promulgated by the Federal consumer product safety commission.
