New York Consolidated Laws, General Business Law - GBS § 480. Legislative findings

The legislature hereby finds that the use of lasers and radioactive materials, the operation of cranes, the detonation of explosives, and the preparation and firing of pyrotechnics involve such elements of potential danger to the lives, health and safety of the citizens of this state and to their property that special regulations are necessary to insure that only persons of proper ability and experience shall engage in such uses and operations.

The legislature hereby declares that this article shall be deemed an exercise of the police power of this state for the protection of the lives, health and safety of citizens in this state and of their property.
