1. On and after January first, nineteen hundred ninety-one, no containers of chlorofluorocarbon compounds commonly used as air horn propellants, for blow cleaning photographic products, or any similar use, or containers devised as toys or for amusement which use chlorofluorocarbon compounds as a foaming agent shall be sold within the state.
2. On and after January first, nineteen hundred ninety-one, no hand held fire extinguisher containing five pounds or less of halon compounds as defined in section 38-0103 of the environmental conservation law shall be sold within the state.
3. A violation of this section shall be punishable by a civil penalty not to exceed one hundred dollars.
