Whenever electrical devices or electrical wiring or electrical apparatus are required to be approved by underwriters laboratories for fire safety by any statute, law, rule or regulation, of the state or any municipality thereof, approval by any qualified laboratory or testing organization that tests for fire safety in the state of New York will be deemed to be satisfaction of such requirement. For the purposes of this section, a qualified laboratory or testing organization is one which meets the criteria of (1) the American Society for Testing Materials test E548-76, or (2) any rules or regulations relating thereto that may be promulgated by the department of state.
