1. No person shall rent articles of clothing which have been previously worn unless such articles of clothing are cleaned prior to such rental.
2. A knowing violation of this section shall be punishable by a civil penalty not to exceed two hundred fifty dollars for the first violation and not to exceed one thousand dollars for each subsequent violation.
