The following terms, whenever used or referred to in this article, shall have the following meanings:
1. “Petroleum” shall mean oil or petroleum of any kind and in any form including, but not limited to, oil, petroleum, fuel oil, crude oil, petroleum mixed with one or more other substances, gasoline and kerosene.
2. “Petroleum well casings and pipes” shall mean those well casings and pipes which were at any time used to convey or transport therein petroleum.
3. “Consumer” shall mean a person who purchases well casings and pipes for personal, family or household purposes.
