The chairman of the board, and the other members of the board shall not receive a salary or other compensation, but shall receive necessary expenses as shall have been incurred by them in the performance of their duties. Payment of such expenses shall be made on the audit and warrant of the comptroller from the treasury of the state upon certification by the chairman.
