The commissioner shall appoint one of the members of the independent review board to serve as its chair. The member so appointed shall serve as chair for a term of three years. The chair of the board shall:
1. be responsible for coordinating the activities of the board, with the assistance of the director;
2. preside at meetings of the board;
3. establish agenda items for board meetings; and
4. make recommendations to the commissioner for the removal of inactive board members.
