The director of the division for youth may authorize the director of any facility operated by the division to establish a commissary in such facility for the use of residents and employees. The moneys received by the director of the division from the sales of the commissary shall be deposited in a special fund to be known as the commissary fund and such funds shall be used for the general purposes of the facilities subject to the provisions of section fifty-three of the state finance law.
