The division for youth may grant compensation to youth for work performed in division facility programs, or pursuant to work programs in accordance with rules and regulations established by the division for youth and approved by the director of the budget. Such rules and regulations need not be uniform as to each program and may establish, on the basis of work performed, the amount of compensation to be paid and the manner in which it is to be paid to each youth, or paid to the youth's dependents, or credited to the youth's account until his or her discharge from such program. Such compensation may be paid from moneys appropriated to the division for youth for maintenance and operation.
