Claims for damages to personal property of employees of the division for youth caused by youths in program may be examined, audited and certified for payment by the state comptroller. Such claims must be approved by the director of the division for youth prior to submission to the office of the state comptroller. The payment of any such claim shall not exceed the sum of three hundred fifty dollars.
