The office may authorize or require the comptroller to withhold the payment of state aid to any municipality in the event such municipality alters or discontinues without the approval of the office the operation of a plan approved by the office, or fails to adopt or change a plan as recommended by the office, or fails to comply with rules or regulations established by the office, or fails to enforce in a manner satisfactory to the office, laws now in effect or hereafter adopted that relate in any manner to the protection and welfare of youth.
