1. Employees of a railroad which operates through forest lands shall at all times use in a proper and effective manner the fire protective appliances provided by such railroad.
2. No locomotive operating through forest lands shall be operated unless equipped with fire protective devices of ash pan and front end which have been approved by the department. Such devices shall be maintained and properly used.
