A cooperating forest or farm woodland owner shall be an owner of forest land within a forest region who shall agree with the commissioner or his representative to comply with the approved forest practice standards of the forest region, in which his land is located, for a specified period of time which may be extended from time to time by mutual consent and may be reduced to writing at the option of the commissioner. The failure of such owner to comply with the provisions of such agreement will relieve the commissioner and the state forthwith from the obligation to render to any such failing owner any state assistance provided for in section 9-0713. The commissioner may provide limited or sample services to non-cooperating owners with such owners' consent and without agreement.
