Notwithstanding any other provision of law, the department shall submit, no later than January fifteenth in each year, a report to the governor, the chairmen of the senate finance committee and assembly ways and means committee, consisting of a summary and analysis of all moneys paid pursuant to this article and all penalties, fines and other sums collected or received pursuant to titles nineteen, twenty-one and twenty-seven of article seventy-one of this chapter. The report shall also include data relating to the moneys paid pursuant to this article to the costs of regulation by permit category as defined in this article.
