1. The council shall appoint an executive director and shall assign to such director such powers, functions and duties as it shall deem appropriate to fulfill the purposes of this article.
2. The council shall have the power to employ and compensate, within appropriations available therefor, such other personnel as it shall determine necessary to carry out its duties under this article.
