The moneys received by the state from the sale of bonds pursuant to the environmental bond act of 2022 shall be disbursed in the following amounts pursuant to appropriations as specifically provided for in titles three, five, seven, and nine of this article:
1. Not less than one billion one hundred million dollars ($1,100,000,000) for restoration and flood risk reduction as set forth in title three of this article.
2. Up to six hundred fifty million dollars ($650,000,000) for open space land conservation and recreation as set forth in title five of this article.
3. Up to one billion five hundred million dollars ($1,500,000,000) for climate change mitigation as set forth in title seven of this article.
4. Not less than six hundred fifty million dollars ($650,000,000) for water quality improvement and resilient infrastructure as set forth in title nine of this article.
