This article applies to all storage facilities which are used for the storage of hazardous substances, except that this article shall not apply to any storage facilities, regulated under:
1. Title 7, 9 or 11 of article 27 of this chapter;
2. The Natural Gas Pipeline Safety Act of 1968 (49 U.S.C. § 1671 et seq.);
3. The Hazardous Liquid Pipeline Safety Act of 1979 (49 U.S.C. § 2001 et seq.);
4. The Natural Gas Act (15 U.S.C. § 717 et seq.);
5. The Liquefied Natural and Petroleum Gas Act (Title 17 of article 23 of this chapter); or
6. Provisions relating to liquid petroleum pipeline corporations (article 3-C of the public service law); or
7. The Atomic Energy Act of 1954, as amended (42 U.S.C. § 2011 et seq.).
