1. Consent of the member from this state to the impairment, diminution, or other adverse effect on diversions, compensating releases, rights, conditions, obligations and provisions for the administration thereof as contemplated by section 3.8 of the compact shall not be given, except with the prior approval of the Department of Environmental Conservation.
2. Except with respect to diversions governed by subdivision one of this section the provisions of section 15-1505 of this chapter shall not apply to any diversion or furnishing of water authorized or made pursuant to the compact.
