1. As provided in the second subdivision of section two of article two of the compact, the Governor shall be this state's member on the commission established thereby. The Governor shall appoint an officer of the Department of Environmental Conservation as his alternate pursuant to the third subdivision of said section two of article two of the compact.
2. Any person serving on the Delaware river basin commission pursuant to this section shall be reimbursed for all necessary expenses incurred as an incident of such service, and such reimbursement shall be from the funds of said person's department or office.
