The following discharges into the waters of the state are hereby prohibited. 1
1. the discharge of any radiological, chemical or biological warfare agent or high-level radioactive waste, as such terms are defined by the Act 2 or pursuant thereto.
2. any discharge which would substantially impair anchorage and navigation, as determined by the Secretary of the Army.
3. any discharge to which the federal government has objected pursuant to any right to object provided by the Act. 2
4. any discharge not permitted by the provisions of this article, rules and regulations adopted or applicable pursuant hereto, the Act, 2 or provisions of a permit issued hereunder.
