1. 1 When a text-book shall have been designated for use in a school district or city as provided in subdivision one of section seven hundred one, it shall not be lawful to supersede such text-book by any other book within a period of five years from the time of such designation, except upon a three-fourths vote of the board of education, trustees or of such body or officer as performs the function of such board.
