The superintendent of the school shall report annually to the mayor in accordance with the provisions of section twenty-three of the second-class cities law. Such report shall be countersigned by a majority of the board of managers. The mayor shall have power to inspect the school at any time, and may appoint a committee of citizens who shall have power to inspect such school and for such purpose may enter upon the lands and into the buildings of such school at all reasonable times.
