Whenever the parents or guardians are unable to furnish clothing to state pupils, the commissioner of education is hereby required to apportion annually to each institution caring for deaf children legally appointed thereto the sum of one hundred twenty dollars per pupil or so much thereof as may be necessary to be applied to the cost of clothing for each of said pupils.
