1. A special employment certificate may be issued to a minor fifteen years of age, found to be incapable of profiting by further instruction available upon compliance with the same requirements as in the case of a full-time employment certificate.
2. The fact that a minor is incapable of profiting from further instruction available shall be determined in accordance with the provisions of section thirty-two hundred eight of this article and the regulations of the commissioner of education.
3. A special employment certificate shall not authorize the employment of a minor in or in connection with or for a factory.
